The owner/property manager who's supposed to be cleaning up the place isn't doing anything to clean it up. Even if your complaints are legitimate he won't do anything about them. He is the main reason why this apartment complex won't be cleaned up. Because the person who's trying to run the show doesn't have a clue on how to manage these apartments.
