1985, a North Carolina Legislative Research Commission reported that over 67% of criminal offenses are directly connected to alcohol and drug use, treating addiction is imperative since most offenders will eventually leave prison, and punishment alone does not work. The commission proposed an act to establish a substance abuse program for inmates. Soon thereafter, two statutes were amended, and a Department of Correction Substance Abuse and Chemical Dependency Program were created. The mission of the Staff of Evergreen Rehabilitation Center is to provide effective leadership, planning, administration, and coordination for Correctional Chemical Dependency Treatment, recovery, and integration into society through our services. Our services will meet or exceed approved professional standards, and we will document client and program performance. Our purpose is to Reduce re-arrest and return to confinement of substance abusing inmates, Help inmates achieve long term recovery, Improve treatment program effectiveness and Assist participating inmates to make a successful drug free community transition.
