Liberty Restoration Community Development Corporation's foundation was laid in 1991, through the establishment of a Youth Outreach Program, to address the growing problem of drug abuse and crime in the neighborhood surrounding the church. At the time, over 60% of youth were unemployed and had been incarcerated.
