Ralph Phalen was born in Hays Kansas and attended school in Osborne Kansas. He graduated from Kansas State University in 1977 with a B.S. in Life Sciences and from Kansas University in 1978 with a Medical Technology degree. He worked as a Medical Technologist for 8 years before attending law school. He graduated in 1989 from the University of Missouri in Kansas City.
