You get what you pay for. Cheap rent, but that's all. The landlord is two-faced indeed, but only when you can get ahold of him or his maintenance guy. Laundry machienes are always broken, pool is dirty, units are not maintained, cracks in the walls and roof and all over the sidewalk outside - very dangerous. He will enter your apartment with no notice, or only call to leave a message saying he's going in unless you immediately call back (not always possible for those who are at work or class).
