Foster care is so backward in our area, I wonder why the Govenor himself has not come down here and ask why. Social services wants good family's to take in foster children. Those that do learn quickly that the children are given full authority to conduct themselves as they wish. Foster parents have no authority to control other than calling a social worker to handle the problem. Without the authority to control the children, the children act in such a way as to be removed and bounced around from one home to another. The social workers acts as a friend or parent to the child
