I went to the animal control shelter twice recently and was shocked that animals that had been brought into the shelter had not been vet checked prior to being caged.One dog was actually foaming at the mouth.Another animal was sick or injured an was stuggling to breath.I am against putting animals to death but in a case of a stray or suffering animal who cannot be treated to atleast relieve their suffering should be put down right away instead of stuggling to breath caged in a strange place.The kittens were to small to be caged alone and were walking in there waste and food
