I signed a contract and mailed a partial payment to NW Environmental Solutions for our project. Since that time our project has been delayed four times each time with a promise that the next date given was a firm date. After the fourth missed date a certified letter was sent to Mr. Kevin Wilkerson requesting our project be complete or refund our money. Mr. Wilkerson refuses to answer or return our multiple phone calls, the check has been cashed, and I have verified that no permits have been purchased for the project (which is what the advanced check was supposed to be for a
