While some communities have their residents sleeping safely at night Andover is by far and away not one of them. Andover PD, you would think that would include the town of Andover, but they actually work on donations by a private high school. They apply justice in a vigilante manor. I can speak from much experience that if crime is committed the chief police officer will have a shouting match with the victim and try to convince the victim that its their fault that the crime has been committed.
